The standard equation of a circle with centre (xc,yc) and radius R is given by

[tex](x-x_c)^2+(y-y_c)^2=R^2[/tex]

Substituting
centre (xc,yc) = (4,-3)
R=2.5

The equation is therefore

[tex](x-x_c)^2+(y-y_c)^2=R^2[/tex]
[tex](x-4)^2+(y-(-3))^2=2.5^2[/tex]
[tex](x-4)^2+(y+3)^2=2.5^2[/tex]  or
(x-4)^2+(y+3)^2=6.25
