y=mx+b

First use the two point slope formula to find m

(y2-y1)/(x2-x1)
(2-0)/(-9-9)
2/-18
1/-9=m

Next use the point slope formula to find the answer

y-y1=m(x-x1)

y-0=1/-9(x-9)

Now use Distributive Property 
y-0=1/-9(x)+1/-9(-9)
y-0=1/-9x+1

Your answer would be 
y=-1/9x+1
