What is the inequality for a restaurant can seat at most 165 people?

Your inequality should have a variable.  In this case lets use s.  S = the number of people seated.  Now it is asking to seat at most 165 people.  So your equation needs to be S is less than or equal to 165.  You need to write the equation like this but with a line underneath the carrot sign to indicate "equal"  S < 165.
