Point Slope: Y +2 = (3/5)(x-4)
Answer: y = 3/5x - (-14/5)

5x + 3y = 7 => y = 5/3x + 7/3

take the reciprocal of 5/3

2 = 3/5(-4) + b

2 = -12/5 +b

22/5 = b

the equation is y = 3/5x + 22/5
