So first we need to put 2x-4y+3=0 in point slope form --> y= 1/2x + 3/4

so now we use the equation y-y1 =m(x-x1)

y - 4 = 1/2 (x + 1)

distribute --> y-4= 1/2 + 1/2

add 4 to both sides --> y = 1/2x + 4&1/2
