Answer:

The answer seems to be pretty self-explanetory. Because of Mars' cruel conditions outside of the regulated areas, which are further protected by electronic shields, it is unlikely that burglars would attempt to get away with a crime on Mars. If they know its harsh environment and the equipment they would have to carry in order to even survive, let alone escape, I doubt that they would be trying to pull off crimes.
