Answer: No, they are not perpendicular

Explanation:

Compare each equation to the form y = mx+b

m = slope

The first equation has slope -1/3 and the second equation has slope 1/3

The slopes do not multiply to -1, so the lines aren't perpendicular.

The slopes aren't equal, so the line aren't parallel either.
