How does the value of a Panamánian balboa compare to that of a U.S. dollar, and why is this
so?

Because the Panamanian balboa is the same value as a USD. They don't use it anymore since it's easier to use U.S currency which is international commerce and nobody complains. $5 balboa = $5 dollars etc.
