No, doing the first problem using pemdas, you do 3^2 first to get 18 then square 18 getting 324. In the second problem, first you do 2^2 which is 4 then you multiply that by 9 because 3^2 is 9, which gives you 36 and 36^2 is 1296, so they are not the same.
