No. An ion is formed when a positron or electron join with an atom to make it have a non neutral charge. Adding a neutron makes it an isotope.

Adding a neutron to an atoms nucleus will make it an isotope of that element. An ion can only be formed by electron gain or loss and very rarely proton gain or loss. Therefore the answer is no. :)
