Using point-slope form, we can easily convert this into an equation.
Point-slope form is y - y1 = m(x - x1)
Plug in the information to give you y + 3 = 1/2(x + 2)
If you want to convert this to slope-intercept form, do the following:

Use distributive property:
y + 3 = 1/2 x + 1

Subtract 3 from both sides:
y = 1/2 x - 2

Hope this helps! :)
