The environmental groups in the 1960s and 1970s concentrated on environmental issues like pollution and successfully pressured Congress to pass measures so they could promote cleaner air as well as water. In the late 1970s, the groups increasingly addressed the threats in environment that were created by disposal of toxic waste.
