True, he reads at a constant rate because he reads 10/7 pages every 2/3 minutes... 
2/3 of a minute is 40 seconds... let's use that
(10/7) / 40 = x / 60
600/7 = 40x
divide both sides by 40
15/7 = x
2 1/7 pages per minute
