My answer would be: C. 17

I used MDAS rule. Multiplication, Division, Addition, Subtraction

Multiplication : 6q = 6*2 = 12
Division : 6q ÷ p = 12 ÷ -4 = -3
Addition that became subtraction: 20 + (-3) = 20 - 3 = 17
